Oberon Arms is a “No Contact” FFL dealer. In other words, if you order any items that need to be transferred by a FFL, you do not have to contact us first to make sure it is ok to ship your item to us.
We do ask that you send us your name and a tracking number as soon as you get one so we know when it will arrive. This is because those types of items require an adult signature and this way we will know that we have to be available at our office to receive it. Just send it to us in a text with your name and the tracking number.
Not sending us a tracking number may result in being delayed in picking up your firearm as delivery drivers will NOT leave the firearm if no one is available to receive it. They will attempt delivery again the next business day.

Michigan requirements to purchase a firearm:
- Be 21 or older to purchase a pistol.
- Be 18 or older to purchase a long gun.
- Reside in Michigan.
- Be eligible to own a firearm
- The Individual paying for the firearm and completing the 4473 form must the the same person whose name was on the shipping invoice when it arrive at the FFL. NO EXCEPTIONS!
Hand Guns
PURCHASING/TRANSFERING A PISTOL FROM A FFL IF BUYER “HAS” A VALID MICHIGAN CPL:
- Find the firearm you want.
- No RI-010 License to Purchase is required.
- FFL will have you fill out ATF form 4473 and will contact NICS and relay your information to the FBI.
- After the FBI has completed the background check, they will tell FFL if you are a โproceedโ, โdelayedโ, or โdenied”.
- If a โproceedโ is returned, FFL will fill out a Michigan Form RI-060 and buyer will sign all 3 copies.
- FFL will return the Michigan State Police copy to their local law enforcement office. One copy goes to the buyer and one is kept by the FFL. Buyer pays FFL and the transaction is complete.
- If a โdelayโ is received from NICS, FFL will keep the firearm while NICS continues its research. When completed, NICS will return either a โproceedโ or โdeniedโ to FFL.
- If a final determination is not received from NICS within 3 business days after the initial transfer of information, the transfer can be completed as above. (Some FFLs will wait until they have a “proceed” from NICS before they will transfer the firearm).

PURCHASING/TRANSFERING A PISTOL FROM A FFL IF BUYER “DOES NOT” HAVE A VALID MICHIGAN CPL:
- Buyer MUST first obtain a License To Purchase (Michigan Form RI-010) from any law enforcement agency. FFL CANNOT complete the sale/transfer until the buyer first has a LTP.
- Find the Pistol you want. FFL will fill out the LTP where necessary.
- Buyer and FFL will sign the LTP in the appropriate places.
- FFL does not have to run a NICS background check but is not prohibited from doing so. ** – (See Oberon Arms Policy below)
- Buyer will keep one copy, FFL will keep one copy and return one copy of LTP to appropriate law enforcement agency.
- Buyer pays FFL fee and transaction is complete.
Long Guns
PURCHASING/TRANSFERING A LONG GUN FROM A FFL IF BUYER IS 21 YEARS OF AGE OR OLDER WITH OR WITHOUT A VALID CPL:
- Find the firearm you want.
- No RI-010 License to Purchase is required.
- FFL will have you fill out ATF form 4473 and will contact NICS and relay your information to the FBI.
- After the FBI has completed the background check, they will tell us if you are a โproceedโ, โdelayedโ, or โdenied”.
- If a โproceedโ is returned, FFL will fill out a Michigan Form RI-060 and buyer will sign all 3 copies. Buyer receives a copy and FFL will keep 2 copies.
- Buyer pays FFL and the transaction is complete.
- If a โdelayโ is received from NICS, FFL will keep the firearm while NICS continues its research. When completed, NICS will return either a โproceedโ or โdeniedโ.
- If a final determination is not received from NICS within 3 business days after the initial transfer of information, the transfer can be completed as above.
- If โdeniedโ see below.
PURCHASING/TRANSFERING A LONG GUN FROM A FFL AND BUYER IS 18-20 YEARS OLD:
- Persons 18-20 are only allowed to purchase a long gun in Michigan. No handguns.
- No RI-010 License to Purchase is required.
- FFL will have you fill out ATF form 4473 and will contact NICS and relay your information to the FBI.
- Persons 18-20 will automatically receive a โdelayโ response from NICS and you will not be able to take the firearm with you.
- FFL will forward your name and address to NICS who in turn will forward it to the Department of Justice. DOJ will forward the information to your local law enforcement agency for further investigation into your juvenile background. You could be delayed up to 10 business days while your local LE agency investigates. NICS will contact FFL when complete with either a โproceedโ or โdenyโ.
- If FFL receives a โproceedโ, buyer can complete the sale/transfer with the FFL and take possession of the firearm.

IF YOU RECEIVE A “DENIED” FROM NICS. (Federal Law and Oberon Arms Policy):
- If you are “Denied” the purchase/transfer of a firearm, the FFL will give you a NICS Resolution Card. The FFL will circle the word DENIED on the top portion of the card and write the NICS Transaction Number (NTN) on the line provided on the bottom portion of the card. The NICS Resolution Card directs you to the NICS Appeal Web site for customers to begin their Voluntary Appeal File (VAF) or appeal process.
- โWhat happens to the firearm that I ordered if I am denied?โย It is real simple. As soon asโthe FFL enters that firearm into their Bound Book when they receive it, they are, by law, the legal owner of that firearm. It is 100% under control of the FFL. If you have ordered a firearm and are a prohibited person then what happens to it is entirely up to the FFL. Oberon Arms would allow the prohibited person to pay for return shipping IF, and itโs a big IF, the seller accepts returns. Many retailers have a zero return policy on firearms. In this situation you have lost the firearm.
- NO! WE CANNOT AND WILL NOT RELEASE IT TO A FAMILY MEMBER OR FRIEND. By law the FFL can only transfer a firearm to the person whoโs name is shown on the invoice. We will not pay you for the firearm simply because you, as a prohibited person, can not own that firearm so it is not yours to sell. Same answer to selling it and giving you the money. You canโt legally sell what you never owned. This is the view the Bureau of Alcohol, Tobacco, Firearms and Explosives, takes on it as well.
** OBERON ARMS BACKGROUND CHECK POLICY
Effective 13 February, 2024, new Michigan firearms laws state that in certain instances buyers “must” or “may” obtain a License To Purchase Form (RI-010) from your local law enforcement agency before buying or transferring a firearm from any FFL in the State of Michigan and a NICS background check is not necessary. Even if you obtain a LTP from your local LE agency, Oberon Arms will require you to submit to a NICS background check and we will abide by those findings. If you have an approved LTP and NICS delivers a delay, you will be delayed at Oberon Arms until a “proceed” is received or 3 business days have elapsed. This is Oberon Arms policy and there will be NO exceptions to this policy.
ABANDONED ITEMS
Due to limited storage space, we ask our transferees to pick up their transfers within 10 calendar days after receiving notice that it’s ready for pick up. Any additional time will require prior consent and storage fees will be assessed at $2.00 per day for every day beyond 15 calendar days. You will receive reminder emails/texts/phone calls at 30 calendar days and a certified letter within one week of 60 calendar days. Any items left beyond 60 calendar days will be designated abandoned and become the legal property of Oberon Arms LLC without compensation to transferee and will be sold to cover storage and handling fees.
